Importer Security Filing (ISF) - 10+2
As a part of the SAFE Port Act, Congress recognized the need for greater security of our nation's ports. Consequently US Customs and Border Protection (CBP) have implemented various strategies
that include the Container Security Initiative (CSI), The 24-hour Rule, The Customs-Trade Partnership Against Terrorism (C-TPAT), and The Automated Targeting System (ATS).
As a part of ATS, CBP's goal is to obtained accurate information on all imported product. The initial approach was in the 24-hour Rule that required all importers to transmit information on their shipments
24 hours in advance of a shipment being laden on a vessel. These time frames were adjusted for air and truck cargo.
10+2 is the keyword for an additional 10 data elements from the Importer and 2 data sets from ocean carriers that CBP is going to require for all import summaries.

Currently, it is the Importer's responsibility for filing the complete accurate, and timely importer elements of the Security Filing.
However, the importer is able to designate an approved agent to submit the 10 elements.
